Improving the accessibility and availability of telecommunication networks for all Americans—particularly Americans with disabilities—has been a priority of the Federal Communications Commission (Commission). The Commission has long worked to ensure that individuals who are deaf, hard of hearing, deaf-blind or speech-disabled have access to modern communications technologies. In our efforts to achieve this goal, two years ago, the Commission became the first government agency to begin using direct video calling services, which enables consumers with disabilities who use American Sign Language (ASL) to file complaints or request information directly in ASL from our call center representatives. The Commission has found this technology to not only parallel the experience of voice callers; it has enabled calls made from ASL users to our centers to be more efficient, accurate, and private.

The proof is in the numbers. Since the Commission established direct video calling, we have seen an increase in the number of calls to our call center from consumers who use ASL by over 500%. In addition, on average, the Commission has resolved these calls far more quickly and efficiently than calls handled through our telecommunications relay services. The result is that we have enhanced the satisfaction of consumers who reach out to us for advice and assistance. Through our efforts, a growing number of businesses and government agencies also have begun to offer direct video calling for ASL callers.

The Direct Video Calling Showcase will be held on Friday, November 4, 2016. This event will take place from 3:00-5:00 p.m. in the Commission's Meeting Room at our headquarters located at 445 12th Street SW, Washington, D.C. At the Showcase, technical and policy experts will share best practices and new developments on how to provide direct video calling for callers who are ASL-fluent. The event will also include demonstrations of open-source technology developed by the Commission for this purpose. This Showcase is tailored for business and human resource leaders, as well as policy-makers and change agents in government and will offer an invaluable opportunity for your organization.
